As a specialist in the Office of Human Resources Management, you need to be a self-starter and capable of working independently. Your communication and customer service skills must be excellent. You should also be creative and a risk taker, who continuously looks for ways to improve and streamline. As our human resources development expert, you will have significant input in planning, implementing, and evaluating the Knowledge Management and Talent Management systems.
You will provide advice, guidance, and counsel to employees at all levels in the concepts and approaches in educational technology and methods of development, focusing on assisting supervisors and managers in the identification of realistic and effective employee development strategies.
You will also design, deliver and evaluate the Agency's training programs. This includes responsibility for identifying training needs and developing learning goals and objectives as well as serving as a COR and managing federal contracts.

This is a Public Trust Position. Employment in this position requires a background investigation. GS-11: A Ph.d. or equivalent doctoral degree, or 3 full years of progressively higher education leading to such a degree.
GS-12 and GS-13: There is no educational substitution for specialized experience for this position.
