MAJOR DUTIES: The incumbent of this position serves as Specialist for the Human Resources Staffing Section providing advisory services on all Title 38 and Title 5 recruitment and placement actions requiring identification and analysis of management staffing problems and development of solutions considering the total personnel management view point. The incumbent will advise management on recruitment strategies, sources and specials programs that emphasize affirmative action in staffing positions. In addition, they will assist management in the development of recruitment forecasts, staffing plans and related initiative to recruit and retain a capable workforce. Make suggestions and offers advice concerning the best qualified candidate in keeping with VA staffing goals and programs. Assist management in the development of crediting plans to determine knowledge, skills, abilities and other characteristics necessary for the recruitment and placement of well-qualified candidates in internal or external competitive staffing actions. Set appropriate pay rates on all placement and appointment actions in accordance with OPM and VA rules and policies. agement, supervisors and employees concerning technical and procedural aspects of the program.
Review qualifications of applicants and refers best qualified to selecting officials. Assures that selections and subsequent personnel actions are made in accordance with OPM and VA policies and regulations and ensures that merit principles are adhered to. Assure all credentialing processes are completed and in place. Conduct placement follow-ups and probationary reviews, and recommends or initiates indicated actions. QUALIFICATIONS:
For the GS-9 grade level: Applicants must have one year of specialized experience at the GS-7 OR successfully completed two (2) year of progressively higher level graduate education OR a combination of specialized experience and education as described in the statement above.
For the GS-11 grade level: Applicants must have one year of specialized experience at the GS-9 OR Ph.D. or equivalent doctoral degree OR possess at least three (3) full years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in Business or related field OR a combination of specialized experience and education as described in the statement above.

This office will not contact you to discuss missing or illegible documents.
Once your qualifications have been evaluated, your application will be assigned a numeric score. Candidates will be ranked in score order with appropriate points added for veterans' preference.
An ELECTRONIC NOTIFICATION LETTER will be sent to applicants who provide an e-mail address. If you do not provide an e-mail address, you will receive a notification letter via the U.S. Postal Service. Normal processing time is 4 - 6 weeks. This office is responsible for initial evaluation ONLY. Facilities are responsible for contacting eligible applicants thereafter.
