The Rating Veterans Service Representative analyzes claims, applies VAs Schedule for Rating Disabilities (Rating Schedule), and prepares rating decisions informing the VSR and/or claimant of the decision, the bases, and reason for it. The Rating VSR routinely collaborates with other members of his/her work team, including Veterans Service Representatives and the Decision Review Officers, and will also be available to discuss claims with Veterans Service Organization representatives. The Rating VSR may directly interact with the veteran and his/her representative or advocate when it expedient and assures world-class customer service.
Duties:
· Analyzes claims to determine if diseases and/or injuries were incurred or aggravated by military service in the line of duty for purposes of compensation, treatment or hospitalization.
· The Rating VSR determines Service-Connection percentages of disabilities permanent and total disability and entitlement to compensation, pension and vocational training.
· The Rating VSR assures proper application of the Rating Schedule and other applicable instructions, and is fully accountable for proper analysis, appropriate development, and final rating determinations.
· The Rating VSR provides consultative advice and assistance to VSRs.
· The Rating VSR actively participates in meetings and training sessions and is expected to lend his/her expertise in developing Veterans Service Representatives skills as they relate to evidence gathering for rating decisions.
· The Rating VSR acts as an advocate for veterans and their beneficiaries in their dealings with other VA elements and organizations that affect their claims.
Subject to a Minimum Background Investigation (MBI).
Must attend mandatory 8-Week consecutive training session.
Employees will be required to take the RVSR Certification Test

Qualifications
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
GS-09: 52 weeks at the GS-07 or equivalent
Specialized Experience: "Applicants must have One year of specialized experience equivalent to at least the GS-07 grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Analyzing Claims
Interpreting and applying pertinent laws, regulations, and procedures involving claims for benefits.
Reviewing and examining evidence and making determinations as to the entitlement and/or eligibility of claimants for benefits and services involving compensation and pensions.
Performing assessments on claims associated with medical/surgical issues.

Applicants may substitute education for the experience required for the GS-09 level. To qualify based on education the applicant must have two (2) full years of graduate level education or a masters or equivalent graduate degree or LL.B. or J.D., if related.

Applicants may also combine education and experience to qualify at the GS-09 level. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.
