Summary

This position is located in the Division of Worklife and Engagement (DWE), Office of Human Resources, Office of the Assistant Secretary for Administration and Management. DWE develops management programs/policies and provides enterprise-wide advice and assistance in the areas of work-life program administration, absence and leave program administration, workplace flexibilities, pay incentives, awards and recognition, and employee engagement.

Help

This position will specialize in the areas of awards program administration. Duties at the GS-14 include:

  • Independently identifying requirements for a variety of national-level award programs and preparing instructions for soliciting nominations from supervisors, managers, and program coordinators across the agency.
  • Actively and independently providing technical advice and guidance to supervisors, managers, and program points of contacts on a variety of award program policies and procedures.
  • Independently analyzing and evaluating problems, making recommendations, and devising solutions to resolve issues related to award program management.
  • Actively and independently developing and implementing new ways/process improvements to accomplish tasks of the Award Programs such as automated programs and new procedures.
  • Developing and delivering briefings, project papers, and correspondence to managers to foster understanding and acceptance of award program requirements.
  • Planning, coordinating, and implementing events associated with activities for recognizing employees.
  • Scheduling meetings with division/office representatives to gather information and provide guidance in the planning process to ensure the successful execution of the planned program; works directly with DOL senior officials in planning and executing high profile events; ensures successful execution of events through the development of new methods and internal processes as well as propose new policies and guidelines to adapt to changing agency needs.

The duties at the GS-14 and GS-13 are similar, however, the GS-14 performs the duties at a higher level proficiency and with less oversight and supervision.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that is generally in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. To qualify at the GS-14 you must have one year of specialized experience at the GS-13 (or equivalent). For this position, experience is defined as:

  • Experience implementing, coordinating, and executing a national awards program impacting organizational activities; AND
  • Experience developing and evaluating award and administrative policies in assigned program area and recommending actions to achieve organizational objectives; AND
  • Experience leading the planning process for special events such as Town halls, award ceremonies, and other employee recognition and engagement activities.

To qualify at the GS-13 you must have one year of specialized experience at the GS-12 (or equivalent). For this position, experience is defined as:

  • Experience reviewing recommended nominations for awards and ensures completeness and compliance with regulatory requirements; AND
  • Experience analyzing and evaluating awards program accomplishments, deficiencies, trends and problem areas to determine any necessary action. AND
  • Experience assisting with providing advice to supervisors and managers regarding HR performance regulatory guidance and best practices and evaluates policies in the area of awards; AND
  • Experience participating in the planning process for special events such as Town halls, award ceremonies, and other employee recognition and engagement activities.


Education

There is no substitute for education at the GS-14/GS-13 levels.
